UK Councils Intend to Dispose of Social Clubs and Sports Centres to Balance Books

According to a recent study of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that 60% of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to shore up their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition said that a high proportion of councils seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise restructuring services and using savings to manage increasing fiscal pressures.”

Detailed Examples of Planned Disposals

One local authority in Kent announced its property management strategy featured the disposal of a shopping centre in Rainham and a social club in Rochester to raise £20m over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will also be sold under the strategy.

Council Tax Increases and Wider Fiscal Pressures

This research of councils in the coalition, which covers several urban centers, also found that more than 70% of authorities will need to increase council taxes next spring to cover the rising cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures require time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “There are population challenges which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

Research of county councils this week further found council budgets being stretched by the increasing figures of young people and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a white paper outlining those changes was recently delayed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were among the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is among the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of England. The data underscores the scale of challenges facing local leaders across key cities in the coming year,” the report concluded.

“Local government leaders have been clear about the need for a fair and sustainable funding system that accounts for and responds to the actual extent of disadvantage and demand,” stated a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the study found.
